The Transport Department Uttarakhand was formed in 1945 under the provisions of Section 133 A of the Motor Vehicles' Act 1939. It was looking after by the Transport Commissioner U.P, when Uttarakhand was a part of U.P. before 9th day of November 2000. When Uttarakhand State was formed separately, the Transport Department of Uttarakhand, headed by the Transport Commissioner, Uttarakhand.
The State Transport Department Uttarakhand is authorised to issue a driving license to their citizen. When you are planning to drive any motor vehicle, you must apply for driving license. Without holding DL, you are not allowed to drive any motor vehicle on public road. Holding a DL means you are authorised to drive any kind of motor vehicle on public road. To get DL you need to apply for Learners License first. You can go to your nearest Licensing Authority with application form no. 2 alongwith the required documents with appropriate fee and apply for it. The licensing authority will conduct a computer test based on traffic ruled, signs, signal and rules & regulations. If you pass the test, you will get LL on the spot. The permanent DL can be obtained after 1 month of issued of learners license.
Learners Licence can be obtained from your nearest RTO office after submitting the application with document proof and fee. This is valid for 6 months period.

Where to apply for Learners License:

Applicants can apply for Learner Licence ONLINE by following the link “Issue of a Learning Licence to me”. Applicants can also take the print out of the duly filled-in ONLINE application along with the reference number and the same can be submitted at the chosen RTO office.
If the ONLINE transactions are not enabled, the applicants shall submit the application in the prescribed Application Form-2 to the nearest licensing authority.

Required documents for Learner License in Uttarakhand:

The applicant need to meet to the Licensing Authority along with the following documents for Learners License.
  • Application in Form No.2 is need to be filled by the applicant
  • Medical Certificate in Form No. 1-A.
  • Recent passport size photograph of the applicant (3 copies)
  • Appropriate Fees specified rule-81.
  • Proof of age – School certificate, Birth certificate, PAN card
  • Proof of address – Voter ID card, LIC Policy, Passport
